toronto's notorious mayor rob ford joins us three months after telling matt he was changing his ways. so is he doing now? has he put his demons behind him? that was his celebration. i have a feeling i may hear a little bit about that hockey in general when we talk to the mayor in the next half hour. >> that was before the men won the whole thing. >> don't give him more ammunition. he doesn't need it. we'll talk to mayor ford coming up. also, a rare and exclusive interview with angelina jolie. she'll talk to tom brokaw about what she says has been the hardest thing she's ever done and the driving force behind her new passion project. >> it's an interesting story. but we're going to start with our top story, the polar vortex is at it again as tens of millions bundle up to deal with the latest round of frigid air. dylan dreyer is about an hour south of chicago. good morning to you. >> reporter: good morning, savannah. those are easily two words we could've gone the rest of this winter without hearing again. but take a look at some of these massive sheets of ice here along the banks of the river. this is thick ice. it was the weekend thaw that broke up this ice and then the river carried it and dropped it onshore.

and now that we are in the next deep freeze and the next polar vortex, that next thaw for better or for worse could be a long ways off. here we go again in the midwest. back to the deep freeze, with huge ice jams creating big concerns about future flooding. >> lived here 20 years, and this is the worst it's been. >> along the allegheny river north of pittsburgh, check out the ice bolders. literally swallowing this pickup truck. >> last time i saw pictures like this was when i was a kid. >> definitely taking their toll. >> when i hear the forecast, i want to scream. >> reporter: this winter's already one for the books. $50 billion, the hit to the economy nationwide thanks to what's being called freezenomics. 19, that's the average temperature in chicago since december 1st. 22, the number of days the thermometer has dipped below zero in chicago. and 23, that's how many more days there are in winter. >> i'll be glad when it's gone.

>> i'm ready for it to warm up. >> here's a weather envy alert. in miami, they're swimming in sunshine. something people getting yet another dose of frigid temperatures can only dream about. >> tropical vacation, every february. >> remember, 23 more days in winter. but about 8 miles upstream, there's an even bigger ice jam. it's broezen right now. but it's going to take everything in its path with. pz so we are concerned for next thaw. it could take weeks before that happens. that's right, i said weeks. >> dylan, thank you so much in wilmington, illinois, this morning. >> weeks. >> well, certainly where we see a significant thaw. because this thing is going to continue to reinforce itself. and, of course, if we don't have enough of a problem with canada, here's where it starts off. this is a conspiracy, ladies and gentlemen!

first the hockey, now the polar vortex. this -- look at these temperatures, minus 24 in yellowknife, 31 below in sutherland. this arctic air gets the green light to come in, the polar vortex allows it to make its way down to the south. and so we are looking at brutally cold temperatures at least until monday. for our highs today, minneapolis, 7, chicago, it's going to be 20, 24 in cleveland, feels like 15 degrees below or should be 15 degrees warmer. and then to the south, the good news is, you've got fairly warm temperatures, new orleans, 72, jacksonville, 79. not so fast. by thursday, it dips to the south. tallahassee at 39, atlanta's at 25. here comes the cold air. the really cold stuff. buffalo at 10, pittsburgh, 20, and look at what happens to minneapolis. 10 below for a high, 23 in international falls. we've got another arctic air mass behind that.

so, guys, there is no relief in sight. my feeling is, we should boycott canadian bacon. >> don't say that. >> just a joke. >> we've got to get back before it gets any further. >> i'm done with my jet lag! >> feels good, doesn't it? >> yes, it does. >> thank you. now the other headlines of the morning, including a controversial bill in arizona. big decision for the governor. >> really big decision, very controversial. the business community is joining lawmakers this morning in the opposition to this bill. it would allow business owners based on their religious beliefs to deny service to gays and lesbians. kelly o'donnell's in washington with the latest on this. kelly, good morning. >> good morning, natalie. a wave of protest and pressure is building on jan brewer from the republican establishment and the business community to veto this bill that is widely criticized as anti-gay. both republican senators, john

mccain and jeff flake took to twitter saying i hope governor brewer will veto sb 1062. business leaders from american airlines, apple and arizona's super bowl host committee for next year's big game. now, that group said the measure would, quote, deal a significant blow to the state's economic growth potential. now, this bill was originally passed by republican state lawmakers who said their intention was to provide religious freedom protection to businesses by permitting them to refuse service to gays, for example, if they believe that would violate their own religious freedoms. governor brewer was here in d.c., she's returning home and says she will hear from citizens before making her decision. the deadline is this weekend if she plans to block this new law. natalie? >> kelly o'donnell in washington, thanks so much, kelly. a plan by defense secretary chuck hagel to downsize the u.s. military is already coming under heavy scrutiny. the cuts would shrink our military to the smallest size since world war ii.

under the proposal, the army would lose up to 80,000 soldiers, drones would replace the u2 spy plane. the military would install just 1% raises. but the plan is raising red flags among leading republicans and democrats. representative mchun of california says the administration is, quote, trying to solve the financial problems on the backs of our military. the three women in cleveland who were held against their will for nearly ten years were honored monday night. amanda berry, jena dejesus. and michelle knight were presented by ohio's courage medals during the annual state of the state speech. >> no one rescued them. they rescued themselves. first by staying strong and by sticking together. and then by literally breaking out into freedom. >> the women were kidnapped as teenagers and held captive in a cleveland house for nearly ten years.

convicted kidnapper ariel castro received a life sentence but he died in prison in september. dozens were sent plunging to the ground after a deck collapsed in southern indiana. the dramatic moment caught on camera. take a look. it happened at a family gathering just before christmas. but the video was just released as part of a lawsuit. as everyone gathered for this family photo at a neighborhood clubhouse, the deck then gives way, several people were injured. some are still recovering, now, two months later. and now the family is suing the people who made and maintained the deck. well, bank robberies are no laughing matter, but one teller in china couldn't help herself. check out the surveillance video. the would be robber approaches the teller with the huge meat cleaver in his hand. he appears to make a phone call, though, mid robbery, multitasking, perhaps. but the bank employee seems to be amused by it all. you can see her laughing, though. the suspect was tackled by

today. 68 along the peninsula. the east bay at 72. want to take you through changes, show you what you can expect as we head into this tuesday. we have changes on the way. you'll notice clouds increasing as we head throughout this afternoon. first showers start up as we head through wednesday, you notice we get into this rainy pattern that really hangs around through next week. but definitely the next five days at least. >> and that's your latest weather. >> thank you very much. and now to a medical mystery in california. doctors are trying to figure out what has caused up to 25 children to develop a rare polio-like illness. some of the victims left severely weak and partially paralyzed. miguel almaguer with the story. >> reporter: 4-year-old sophia jarvis was the first to be diagnosed. one morning 2 1/2 years ago she had difficulty breathing and flu-like symptoms. her mom rushed her to the hospital where she later learned sophia suffers from a polio-like syndrome. her left arm is now paralyzed.

>> i was with her in the e.r. when she was having trouble breathing. i know we are so lucky she's here. >> monday, sophia's parents joined doctors in palo alto who now say there are at least five but possibly up to 25 cases of the mystery illness in california alone. >> all of the children have permanent weakness in the most severely affected limbs. >> so doctors stress the number of affected children is small, the illness rare. for now, little to do to help their young victims. >> parents lived in fear of polio's sudden attack. >> polio was eradicated nearly 30 years ago in this country. children do not have that illness, but the symptoms are similar. at children's hospital in oakland, dr. christina aguilar says she's treated at least eight children with the symptoms and nothing parents could've done to protect them. >> i think for the most part,

they've been really devastated and, you know, wanting answers. but i think we just don't have the answer right now. >> this morning, doctors from across the country are working together to identify the illness. >> are you going to be okay? >> while children like sophia battle a devastating sickness attacking young victims with no warning. for "today," miguel almaguer, nbc news, los angeles. >> let's get more on this and the other headlines making news in the medical world, dr. nancy snyder. what do you make of this? what a strange situation. >> well, it's a rare phenomenon. not even a cluster according to the cdc, but they're taking it seriously, looking at a virus or something autoimmune. they'll find it and it is a reminder to parents that this is not polio. it is polio-like. and in the meantime, keep up your vaccinations. >> let's talk about some of the other big things going on. tylenol which is one of the medicines pregnant women were permitted to take. now there's a study that

correlates tylenol usage during pregnancy and adhd. >> this is a really important study. i think it's a real wake-up call for women during pregnancy and for doctors. over 60,000 women who took the active ingredient in tylenol had a 37% higher chance of having kids with severe adhd. but two very important things, these are women who took it over multiple trimesters and women who took it for longer periods of time. this is a very safe medication and it's a good reminder for people that when you need any medicine, only for a short duration, minimal dose and don't take it too long. >> and people who test positive for the bracca 1 gene mutation. and dramatic advice from doctors. >> i think this is the game-changer news of perhaps the year. and the recommendation is that if you have the mutation on your gene to go ahead and have your

ovaries taken out by the time you're 35 to prevent your risk of ovarian cancer and death. and the numbers are high. 77 and 80%. so this just now no doubt about it. this is a bad genetic mutation to have. so i want to tell people that if you have a strong family history of breast or ovarian cancer on either side of the family, talk to your doctor about getting tested. if you are one of those people that has this mutation, then talk to a doctor about harvesting your eggs and embryos. there's no reason not to have a family, but you have to make very big decisions at a young stage in your life. >> dramatic reality hitting home for a lot of people. >> thank you so much. and now here's matt. >> thanks very much. hollywood is remembering a true comic genius this morning as an actor, writer and director brought us some of our favorite movies. and take the listerine® 21 day challenge. feel the difference, or your money back. a very good morning to you. it is 7:26. i'm laura garcia-cannon. investigators say it is too early to determine the cause of a deadly overnight fire in san jose. it broke out just after midnight on south willard avenue. that's near the intersection of west san carlos and meridian. it took about 90 minutes to knock down the flames. once they did they found a body badly burned in the home. the victim has not been identified. >> san jose crews kept busy by another fire early this morning, this broke out at a mobile trailer near south 24th and east san antonio. crews worked hard to prevent flames from spreading to businesses. a man suffered smoke inhalation but we're told she expected to be okay. >> the biggest water provider in

the south bay will once again ask people to cut back. today, the santa clara water district is expected to propose a 20% water use reduction plan. that's double what the district asked of its nearly 2 million customers last month. we all need to do our part. though rain is headed our way, clear one today. >> yeah, you know, we're going to see mostly cloudy conditions by the end of the day. our last dry day, temperatures are chilly to start. we are still fair game to hit the 70s. i want to show you the south bay daypart forecast. mostly cloudy sky, by lunch time 64, we'll hit 70 at about 2:00 p.m. and once the sun starts to set at 4:00 p.m. down to 66 degrees. this is our last warm day, that rain moves in at this time tomorrow. temperatures today, 72 in the east bay, 70 in the south bay and 62 in san francisco with our first showers expected by about 6:00 a.m. tomorrow once we get into the pattern we stay rainy across the board.

♪ sunrise now at 7:30 on this tuesday morning, february 25th, 2014. meanwhile, if we look at the nation's capital, little snow falling down there, part of a winter storm that will hopefully not get too bad. al will give us his forecast in a couple of minutes. meanwhile, back in studio 1a, a look at the stories making headlines. lawmakers on both sides of the aisle are questioning the obama administration's plan to downsize the u.s. military. democratic chair of the senate armed services committee says, the proposals will face a huge challenge. a massive ice jam on the allegheny river is triggering flood warnings in western pennsylvania. rising waters have already shut down several roads and forced

dozens of homeowners to evacuate. and a bus driver in ohio is lucky to be alive. he was confronted by three men and shot twice in the chest. police say a version of the bible the victim was carrying in his shirt pocket stopped the bullets. we'll have more on that remarkable story coming up. >> also, ahead, angelina jolie will be speaking out about her new love and the remarkable story driving her latest passion project. she sat down with tom brokaw, he'll be here to share it with us. we have dubbed day two of our "love your selfie" series, kiss your wrinkles. most people feel best about their body at the age of 27, how can you be confident as you age? we're going to hear from real women and two hollywood legends, jacqueline bisset. and the world has watched

his wild ride over the past year or so. after months of repeated denials, he famously admitted in november to smoking crack. and the city council in toronto eventually stripped him of much of his power. but ford says he's committed to running for reelection, and when we talked last fall, he vowed to clean up his act. >> i'm not perfect. maybe you are. all i can say, matt, actions speak louder than words. i invite you to come back. give me five or six months, and if people see a difference -- >> we're checking in with mayor ford right now. mr. mayor. good morning to you. good to see you. >> good morning, matt, how are you? >> we're at the three-month mark, what are the biggest changes you've made so far? >> going to the gym every day, down a few pounds and just going from door to door campaigning hard and the election is october 27th, and we're going to win.

so i just can't wait. it's about eight months away. >> it was november 18th i came to toronto and visited with you mayor ford. it was a bad day for you, not long after you had admitted to using crack cocaine and the city council that day stripped you of a lot of those powers. have you remained effective in the job of mayor since that time? is it possible? >> absolutely. we had a major ice storm, i led the charge in getting the power back on in the city. and we've had the lowest tax increase over the last three years, saved the taxpayers hundreds of millions of dollars, we're building subways, got rid of the car registration tax everyone says we couldn't get rid of. we struck a union deal with the unions. we're on fire. we're doing a great job. there's new people running, going to be a new council and a lot of people are excited for october. >> when i asked you a second ago what major changes you made in your life, you immediately

talked about your weight and the fact you've been going to the gym. i think a lot of people probably think you needed to make changes in another area of your life, the area of substance abuse. let me ask you point-blank, since we sat down on november 18th, mayor ford, have you used crack cocaine or any other illegal drug? >> i don't use illegal drugs. i experimented with them, like, probably a year ago, i don't use drugs. and we're in great shape and right after this interview, i'm planning to hit the gym. i'd be at the gym usually this time now but things are going fantastic, matt. >> in terms of drinking. you admitted to me in that interview that on occasion you drink too much, but you also told other people subsequent or after that interview that you were done with drinking, 100%. are you still drinking heavily on occasion, mr. mayor? >> no, not at all. have i had a drink? yes, i have. but not to the point of episodes

before. so you know what, that's past me and we're moving on and i can't wait for the call pain. and i want to start debating my opponents. we've got a few people in the race, 34 people registered against me and i want to start debating, putting my record up against theirs. i have an absolutely fantastic track record in saving taxpayers money. >> it was a short time after you told canadian tv that you were 100% done with drinking, that video came out in the restaurant. you were clear lly inebriated, think you called it a minor setback. >> you know what, i've been brought up with a lot of jamaican friends. and we went out. and that's what i mean, i drank and enjoyed myself. and i think it was friday -- i can't remember what night it was. but you know what, matt and maybe you're perfect, but i'm not and we're moving on in a positive direction. and we're moving forward. and, again, i can't wait for the

campaign. we've been out campaigning, went to an event last night, got an amazing response. i'm going to hit the gym, doing a press conference at 10:30. and i'm going forward in a positive direction, and i'm down and come back in another few months, you're cheating. >> yeah, i'm jumping the gun a little bit. we were in sochi and i was in a production meeting and someone said there's a new videotape of mayor ford from toronto, and i think there was a gasp in the loom and we thought, oh, no, but turns out it was this videotape of you jumping up and down as your canadian women's hockey team tied the u.s. women and then went on to win that gold medal. i think i'd rather see you talking in a jamaican accent than jumping up and down celebrating that one. and then your men went on to win the gold medal. you can gloat a little bit in the last 30 seconds. >> hockey's like maybe basketball or football to you. but hockey's a religion here.

come and take it, universal orlando. taking a look at the headlines, there's a medical mystery in california where up to 25 children developed a rare polio-like illness. each of the children suffered weakness or paralysis in one or more arms and legs with the disease hitting without warning. doctors say, though, it is not polio. they think, though, it may be some type of mystery virus. new questions this morning surrounding a popular over the counter drug when used by pregnant women. a new study in the journal reports the children of women who took tylenol during pregnancy were 40% more likely to be diagnosed with adhd than children of mothers who took none. it is the active ingredient in tylenol and other pain relievers. an editorial suggested that pregnant women should not change their practices based on its findings. taco bell is rolling out something new, breakfast.

toaster strudel! a good tuesday morning to you. i'm laura garcia-cannon. investigators say it's too early to determine the cause of a fire in san jose. it happened on willard avenue. it took crews about 90 minutes to knock down the massive flames. when they did they found a body badly burned inside. san jose crews kept busy. this one broke out in a mobile trailer near east san antonio avenue. a man suffered smoke inhalation, but we're told he is expected to be okay.

♪ welcome back to "today" on this tuesday morning. february 25th, 2014. i'm willie geist along with al, natalie and tamron hall. i want to tell you about this new harvard study that finds a little bit -- just a little bit of cheating -- can lead to more creative thinking. in five experiments, participants could fudge their performance numbers on different tasks. like computer games, math and logic problems, then participants were measured on levels of creative thinking. the study found those who cheated by inflating their scores on the first task showed higher levels of creative thinking. it's kind of like coloring outside the lines once in a while is okay. since your brain's trying different avenues and exploring different things. >> think of as a parent. it's not something i would

>> nice segue, al roker. it's a question many of us ask ourselves every day, especially around here, why am i always so tired? >> well, it may not be because of a lack of sleep, it could have something to do with your diet and daily schedule. so here with some solutions are dr. carol ash and julie bain, the health director at "ladies' home journal." a lot of people ask why am i so tired? and you start, doctor, by asking people, by having them ask you some questions, right? >> yes. >> two simple questions you want to ask. what does the word mean to you, i'm tired. tired of the conversation and not just fatigue. so we use the word for different things. and what do you think the problem is? because sometimes you actually know what the problem is. you just don't know how to solve it. >> julie, let's tick through some of these. one of the culprits is mental exhaustion. let's define it first. >> well, stress. stress really takes a toll. and it's -- and women, especially, they're the warriors of the family, and they're more

subject to anxiety than men are. even if you go to bed at a decent hour, there's that thing at 2:00 a.m. where your eyes pop open and you're like, i forgot to do this. how am i going to pay the bill? >> what do you do about it? >> as julie's pointing out, stress is a real problem and it's a good thing. it helps us overcome challenges and learn new things. it can lead to anxiety and depression. and stress ask make you feel tired and keep you up at night. and if you're sitting up at night with the thoughts, you've got to write it down. and the next day, reach out to a trusted friend or professional to help you cope with it. >> you say keep a journal by your bedside, perhaps. and you say avoid abusive relationships. >> you want to be realistic and extract yourself out of situations that are really not good for you. a work relationship or personal relationship because it can be exhausting mentally. >> all right. let's talk about sleep debt. it may be that you're getting enough sleep but on an irregular

schedule. you say keep it consistent. >> yeah, like if you've been in sochi for a couple of weeks. >> you know, we all stay up late to watch the premiere of a new show or we're wired 24/7. let's just check the phone one more time, you know, keeping a strict schedule can make all the difference. >> sometimes, though, the factors that are causing that sleep debt are children, you know. how do you -- >> care taking. >> right. exactly. how do you handle? some of these things are out of your control. what should you do? >> they really are. one of the simple things you want to do. there's a clock in your brain that will help you keep a schedule. get up on the same time every day even on weekends. take a nap if you need it. and exercise is great to help you decompress and just help you sleep at night. >> we're not allowed to sleep in on weekends? wake up at 4:00 a.m. on the weekends? >> sorry, willie. >> devastating. that's devastating. >> talk about nutrition and how much nutrition plays into this. what kinds of foods can actually disturb your sleep? >> well, you know, the studies are so interesting on the

mediterranean diet which is based on classic whole foods and so eating well, antioxidants, not too much junk, not too much caffeine late in the day, not too much alcohol right before bed and not a huge meal right before bed, which a lot of us do that sometimes. >> and shop the periphery of the supermarkets. >> absolutely. shop that supermarket. the processed foods are all in the middle and calorie dense foods and carbohydrates, they can cause tryptophan to be more available to the brain and cause you to be drowsy. >> and if you tackle all the things and still having trouble, exhausted all the time, is it an indication you should look into a bigger health problem? >> it absolutely is. anem anemia, all those things can cause you to be fatigued. you have to consider other options, too. >> we were surprised that one doctor told us that gum disease, for example, creates inflammation in the body, and even a dental problem can make you exhausted. you have to fight off this inflammation.

pretty cool straight up dough. we use a little bit of eggs, flour, butter, little bit of honey, cinnamon sugar. got that dough proofed and ready to go. we like to stuff it with cream cheese. i'll have you, miss kathie, just take this piping bag right here. we rolled out this dough. we'll go ahead and pipe a little line about right here on top of that dough, all the way across. this is going to ensure moisture and give you sort of something a little added -- something special. >> and over here, we're going to go ahead and roll this. a little jelly roll and stuff it, keep going, keep going, keep going. egg wash and pinch and crimp and pinch and crimp and pinch and crimp. got that? and we sort of form that and bring it back around and i call this the anaconda. it will proof and we proof a second time. egg wash it and bake it in the oven. he wa i want you to drop this in here. this is how we cover the sugar. screw that on there real quick
